The amount of cloaking each ship provides to the fleet depends on two things - the amount of "cloaking units", an arcane number value of a cloaking device, unlike cloak% strictly additive, relative to the fleet mass; and the ship's mass relative to the fleet mass. Now since starbases are extremely heavy they make excellent overcloakers, if you can figure out how to merge them into your fleets and carry them with you. Now if you want to *really* get serious with your overcloaking, use a planet. They have astoundingly incredible mass. If our scientists can develop a planetary cloak - and one is rumored to exist at Elect 27 - then all fleets in orbit could be overcloaked by the planet. This is also theoretically doable with a black hole, but those pesky scientists have put all their black hole research into using it as a weapon to make all packet strikes obsolete. What do they think we are, PP?
