To be honest I had always it assumed it wasn't an event as such, but rather just when the m files were written at the end of each turn, you got to see everything in your scan... But if, as you say, you can't see the results of fleet merges, then it is not so simple. Are you sure the fleets were merged as wp1, rather than manually by your opponent the following turn...?

I seem to remember even more interesting cases, such as:
-- A JoaT-NAS race has an SS overcloaked minelayer surrounded by frigate chaff "scanners" and targeted by skirmishers, but one of the frigates hits a previously unknown minefield, thereby losing its scanner. Perhaps not by chance, the SS was running towards the same minefield, resulting in "XY fleet fled beyond your scanner range. Target has been set to last known position..." where a clear intercept + destruction should have happened.
Should be possible to testbed, tho.
