From what I know of the Traveling Salesman, it would take considerable computer time to calculate the optimum routes and then some sod would shoot down one of your scouts and ruin it all.

I don't think it would take more than a couple of seconds to find a 'good' route (forget about optimum, that's too much work, 80-90% of optimum is fine) that would be prefectly adequate.

If some sod was to shoot down a scout, you probably want the remaining scouts to do what they were doing, and do one of ignore that direction, build a new scout or take some stronger scouting force - it's always going to take some player interaction for that sort of thing anyway.
