The problem with such sector-based scouting is that Stars universe layout is far from homogenous. I here turn huge normal galaxy into graph with colored edges to give you example:

The distances less than 50ly are cyan and 50-81.99 green edges. (less than 50 is important to someone who got no Fuel Mizers.)

Like you see, these edges form almost tracks. Best non-penetrating scouting algorithms follow such tracks as good as possible instead of staying in sectors. Wink
