No... That's not true,
1) just tested it out,
2) recalled seeing SS gates from my neighbor via gate scanning all the way up until he went to useing 98% cloaking (and then only with an 100/any.)
3) The client doesn't make any such determination, all that stuff is done when the host (who sees all) decides that the IT gate is close enough to perceive the cloaked gate.
4) Otherwise anyone with ISB would be immune to IT gate scanning, unless a starbase of that sort has been normally probed before.
5) It would just be a rediculously silly bug that would be too easy to exploit against the IT on a regular and not nessessarily intentional basis.
