Similar to MOO, I was planning to do this only once every certain number of years and be attacking only one planet for one year. A system of warning would exist, and perhaps the ships would cross the donut void at warp 10 rather than jumpgate.
Attacks would never be by suprise, just like MOO. First year like MOO, message would be sent, likely ingame message to all. The message would give a brief description of the target and why the target was considered the biggest threat. Attack would be x years later.
The antarians could possibly be stopped in any attack similar to MOO, and the victor may gain valuable techs doing so. The biggest influence may be the message from the Antarians which only occurs during those once in a while attacks (perhaps once every 10+ years), explaining who they are afraid of and why, the antarians being omniscient.
I was also thinking of having Loknar the Orion hero popping up at brief intervals and offering help to all, a small but useful ship gift to each race sent from antarian HW.
The game would be shorter than usual likely as defeating a 1WW only takes so long even with a somewhat handicapped race.
