I think a good principle is never say 'never', instead say usually not. That includes stuff like alpha torps, blue lasers, small freighters.

Small freighter is mostly used as a "chaff" for covering IS flying orgies / bombers against missile attacks (kill bombers/freighters battle order). But IIRC any ship with cargo can do that, even a FF with a cargo module.
Alpha torpedo is the only torpedo that can cost-effectively make shielded chaff. All others (and overgating method) do kill too many ships.
