Greetings Jeffmix,

To answer your question I will first address the situation you mentioned. This would involved the WM Prt and research. The thing that I look into when Playing WM is that A) You start off with Yakimari Lasers... while others are easily 2-5 years (if not more) away from that from the start of the game. That in mind you can probably spare a gun and place a shield. Of course, the shield idea only works if and only if you have Regenerating shields. AR could probably get away with that but that is because even if they don't have Regen Shields their Shield tech is good enough to compensate for it. WM also get that additional movement bonus, so a simple DD with FM, 2 Yak Lasers, Best shield, Fuel Pod, and NO armor provides a relatively cheap ship that duels as a fuel booster and patrol unit.

Also, With the fact it has NO armor that design would be able to built in larger numbers at year one without hampering the Factory production to badly and it also makes it possible to stack ships early on.

Of course, for players who have cheap Construction can go the Frigate route and go against this design by building Frigate designs with DLL7 engines (Fuel Mizers even) early on, and these designs last well into the Cruiser era when they can later act as cheap chaff.

As far as an IT they don't have to worry to much about weight and speed, though they do have to worry about Iron and Germ to get those facs/Stargates up. In that event the Frigate probably would be viable... though it would be up to the player if they are desperate for the DD for a warship, or to be defensive and go with the Frigate (Frigates don't last long against Starbases with High Accuracy Torpedoes and lots of comps, making them a more defensive ship then offensive).

Other races must decide if they need an early war ship or a temporary 2 in 1 booster ship. In that effect it is just a matter of a players playing style.
