Just before the problem arises....

what happens if an IS gets landed with beams? By your initial idea they'd have to have smart bombs - which they can't build. Should IS then take normal?

I don't think letting people pick weapon and bomb type is the best idea. The various associations should be selected at random. This would involve the use of a third person outside the game to do this. I'm sure someone on here would volunteeer.

In any case I'm interested.
