The host is not playing and will use fair evaluation to determine what is and isn't chaff. If players build minimum cost ships by the hundreds and uses them as missile targets or crash sweeping it will not go good for them. The common forms of chaff are obvious. Also the players that are in doubt can ask the host first before building questionable ships. As the host has passwords and can observe such designs he will warn them before they abuse the rules. I have much experience as the Plague Master in dealing with these matters.

What if a low-ranking player drops out? Will the high-ranking player have to drop out too, or will he have to do it alone? Maybe he could take over the low-ranking player's race as well?

What happens if you have an odd # of players after 50 years?

Just a thought here...
how would you stop a race from upload 99% of their population to freighters the turn BEFORE partners are chosen?
This would drop that player into last place, they'd be paired with first place and upon returning their people to the planet... well... it'd give them an unfair advantage.

But, the question still remains, how do you kill the surviving partner? Stop playing? Host takes over and builds cargo ships till all pop can be uploaded and then delete?

I turn him off. Return to sender, address unknown, no such number no such phone. He becomes gray matter on the game page.
Ah, mistakes, no big deal. I made one last year too.

Only one position left in the game now.
