iztok has some interesting suggestions. As far as no cheap techs, I have a hunch the game will be decided before nubs, but no cheap techs wouldn't be a bad idea. Regarding communication, we allow communication and diplomacy in this game.

Yes, this is a game changer if some players get MT tech and others don't. So it is a choice of whether we risk this for the MT madness fun that can occur. We will go with majority on this, so please send me your final vote on the MT.

If I was playing, I'd vote NO to the MT for just this reason. That said, the MT doesn't come out until after 2440, so it wouldn't be quite as drastic as giving somebody Bazookas while the rest of the galaxy has red lasers.
One alternative is to limit MT donations to 5,000kT, which would prevent large amounts of tech being returned. It's a little more work for the race/game checker, but not a great deal. That way you get the fun toys of the MT, with only some tech.
Just a thought...

I can see the argument for banning the MT - although it will take a bit of suspense out of the game. A player could get 10 points if they gave it the maximum minerals and if only a few of these went to weapons it would indeed be game changer.
So perhaps the Gods will have to be kept out of the game.

Good point.
Two things that will help, though. First, there aren't that many planets per player, so even a tri-immune who colonizes double his (or her) fair share won't gain that many points. I don't know the odds of getting artifacts, but assuming 16 planets per player, even 32 planets with 300 point of tech, and a 1 in 6 chance of it being weapons yields only ~1800 in weapons tech.
Coupled with the second point, of weapons expensive and BET...
And the reality is you need to subtract the average weapons tech gain from the tri-immune and it's even less of an issue. So I agree with your point that artifacts can have an impact, but I don't think artifacts will materially change the game.
