I can see the point of taking JoaT if you either want to rely on gateable warships or need a production monster when your other races are concentrating more on quality over quantity. I'll also say that their scouting ability is nothing to laugh at (and all races could take NAS and get extra points). CA, JoaT, and IT all have potential for explosive early growth as well as long-term buildup.
JoaT/SD/PP could be interesting if one or more races is a factoryless mining freak.

I largely agree with Deuce. What about allowing any non-pro to play a group 1 race?
IMO the main thing is to encourage beginners to play one of the easier PRTs (IT,CA,JOAT,SD,IS). WM, SS, PP & AR are quite difficult to play well so a more experienced player should play those.
If it had been me I probably would have applied penalties for CA (say 180 RW points) & IT (say 100 RW points) to encourage a more even spread of group 1 races. In fact, with those penalties, tho unlikely it would not be unthinkable to take no group 1 race.
