| Gaining resources from battle but not a tech level |

I always thought that if you get resources from a battle, you gain enough to get to the next tech level. I've just had a turn where I won the battle, gained resources, but did not get a tech level in that field.
Maybe it had something to do with in the same turn, I colonised a planet, gained resources in another field and that field gained a tech level.
I know that the more tech levels you have, the more it costs to gain another tech level elsewhere. Is it because I gained a tech level in another field, the resources I gained from the battle wasn't enough to get the tech level from that field?
Any explanation or is this a bug?
