One special rule:
Anyone who uploads turns 2 turns in a row will be banned from uploading. In other words, you only submit turns no faster than every 2 years.
Likely schedule of 6 turns a week, which would make the game last around 10-20 weeks.

Interesting. I'd make it 1 submit max per 3 years, to give more room for players to try to exploit the inflexibility.

I am open to ideas. A problem with average turns is that means one more thing to track.
Missing a turn would be like missing 1/2 a turn in a regular game, or even 1/3 of a turn if we switched to submitting at most 1 in 3 turns (need to skip 2 before submit).
In ideal world we would use something like freestars for such a game, and then the game could be modified to keep track of bonus. Or perhaps a different hosting interface (that could also help with duel hosting).
One idea seen in an old game (eg we could do the same with modifiable source code to stars) was more action (in this case more submitting of turns), lead to the leader becoming more tired and as a result efficencies in the empire were lower. Resting up by not doing anything made the leader less 'tired'.
There is one intrinsic bonus, that of unpredictabillity. (Not knowing when you may jump in and defend/attack rather than knowing you can't submit for x turns).
