Installations used at pop hold

In the order of events list on starsfaq it says that pop growth happens after production.

Presumably this means that if you are holding your pop at, say, 25% then you should have 25% factories and mines as well.

Is this correct ?

I'd hate to think I was using 15-20% less factories than I could be Smile
