Greetings and Salutations!

As "President" is somewhat a parody of politics at large, I felt a brief survey of opinions was in order. (After all, what's politics without opinion polls???!)

In real politics, candidates have a "platform", stated positions that form the basis of their "campaign". Here's a chance for you to start building your platform.

Most of the players, at this point, are involved in a tech swapping scheme, which includes as part of it, a NAP. My question today involves whether or not a specific action involves an "act of aggression".

The scenario (purely hypothetical, of course) -

Given the pie-shaped nature of the universe, a player identifies his nearest neighbors and negotiates border treaties with them. These "borders" tend to take the form of "a line from PCP to x", where x is a planet on the outer band, and everything on one side of the line is "yours", etc. As other players enter his space, he informs them of the "borders", and asks them to respect those borders.

One player colonizes within these borders, unknowingly, and also proceeds to send other colony ships to other planets within the established "borders". After being notified of the borders, he reaches an arrangement with player whose borders he has violated, concerning the one or two specific planets he had colonies on, or colonizers enroute to.

The player who has established these borders makes the agreements as a concession, in hopes of preventing conflict and creating some good will. The other player offers nothing in return.

The game proceeds, until suddenly, one turn, the player who has established his borders, has clearly communicated those borders and his preference that planets NOT be colonized within those borders, sees a colony ship headed straight to the middle of his territory.

Question - Is this an act of aggression? How should the player respond?

Remember - the other player knows the borders, and understands the preference of the other players in regard to colonizing within these borders... He could have asked, he could have sent an e-mail, but he does not. He just proceeds to send the ships into the other players space.

I am curious as to the types of responses other players would take to this, in a hypothetical situation, of course. So, I will put the matter to the public at large. What say you?
