The Stars file that works is STARS26JRC4.ZIP

for the Help file I was using st26bhlp.zip but e27ihelp.zip also works

One other thing that I found, I had to copy the Stars.ini file into the C:/windows directory and change the security on the file so that Stars! could write to it. In the default setup the ini file was not in C:/windows and after moving it there the system wouldn't let it be written to. I clicked on the Stars.ini file and selected "properties" and changed the security to allow
