Regarding my experiance the help is wrong with "improved a few % points". 've seen too many planets with conc 1 and AccBBS start. But it is consistent with 20% increase. If the game improves conc 1 by 20% then we'd get 1.2, and that still rounds down to 1. However that 20% increase just doesn't make sense for poor planets. The help-stated fixed amount would be much better for them.

Is this 20% added before or after the min conc is changed due to left over advantage points?

I would guess for before, because the "setting to 30" also happens before min conc is changed due to starting points.
