This applies to all planets.
Hence the 30% chance of a HW conc being 30.
If it is less than 30 it is rounded up to 30 (don't know why they make it up to 30 though, no need really as it is a HW)

That explains it. Thanks for finding that rgcs reference - I looked but couldn't find anything.
