If 2 races were already in an unbreakable alliance (i.e. sharing game and upload passwords), I would consider it fair to let a player play both races should one half of the alliance not wish to go on.
However, playing 2 races at least doubles the MM and time taken to play. If this happens to me, I generally look for a replacement rather than continue to play the other race for an extended period of time.
IMO, playing 2 races that aren't fully allied is only ok on a very temporary basis and must be made known to the host, if not the rest of the players. If they are uninformed, then diplomacy becomes a big problem.
IOW, avoid if possible, but make sure everyone knows the score if unavoidable.

I think, as a rule, that it should be limited to a temporary fill-in situation.
However!
If, as has been pointed out, an ally has to drop out of a game and a replacement can not be found after a reasonable period of time, say a week, then it should be fine for the other to take over so long as the other players know and agree.
I would not be real happy if I found out that one player has taken to playing two races without my knowledge. Just feels like an attempt to cheat, whether it actually helps out or not. The two players should not simply decide to pool their resources without the knowledge being broadcast to the others in the game. That's just wrong.
In my opinion.
Did you really think anybody would pick #5? Even if I agreed with #5, which I don't, I doubt that I would admit to it.
We will not mention what I would do should a player submit more than one race to a game using pseudonyms and alternate email addresses.

Good point you made there Crusader, but I usually get a surprise or two from poll results. In a previous poll of mine entitled "What to do" it was worded as follows:
"Let's suppose that you're a player in a Stars game and you decide to check whether everyone has passworded their race.
If you then found an unpassworded race what would you do?"
One of the possible answers was number eleven:
"11. Snicker as you gleefully take in as much as you can about the race."
Two respondants out of thirty chose that answer and let me tell you, it was a big shock that anyone would be cheeky enough to say so. For this reason I always give players the choice between widely varied options. I'm always interested to see if someone will take the bait
