Yes, games usually run normally during summer. Stars! is not a college, after all, you don't get summer breaks.
As for the length of the hold, I'd say it depends on the host and the players... as well as the length of your absence.
If it's a week or two, players usually don't mind the hold. After all, we all know RL comes first. We have jobs, families and other pastimes taking up their fair share of our time.
If it's more, though... it's best to avoid getting in games you know in advance you'll have to hold for a long period of time... or arrange for another player standing in for you, temporarily or permanently.

May be a good idea to have the races verified for viability.
but we need a neutral party to look over the results
i think something like : all interested players can submit to the neutral body, where they got over 20k @ 2450 (AccBBC start, no MaxMin, alone in small packed uni) with his/her "for-this-game" AR race.

The validity check, as I understand it, is intended to assure that all of the players have a minimum level of competence with AR, so that the game is not unbalanced due to poor race design by some of the players.
If any given player is willing to iterate through random seeds in order to get a result that meets the validity check, I strongly suspect that player is sufficiently competent to not unbalance the game.

Like Skoormit said, it is just more of a "validity" test.

oops, sorry i missed that. ok, what is your preferred method of receiving the race/proof ?
PM is fine. Since the validation check should use the race that you intend to use for the game, you should wait until the host calls for race submissions, then send your validation check game files and your race file to me. I'll look at the validation game, confirm that it meets the requirements and that it used the submitted race, and then forward the race to the host.

Just as a comment (conditions are done by host and/or checker):
Wether somebody uses med/sparse or small/packed... or somebody adds also some AIs to make it a little bit more realistic... I wouldn't care.
Personally I'd use the parameter of the real game with the race design plus as many AIs as expected players... you can always make it more difficult (or more realistic) for yourself as long as you don't go below the requirements. And afterwards you might do it again because you discovered that some tweaking of your race design would be worthwhile...

Medium normal universe stretched to sparse density.
BTW sparse density is hard to AR. Lots of pop death by travel and lots of iron required for shipping. Not that I'm complaining, because this alone will have quite an impact on race design.

Also the sparse density is on purpose, the distance for pop deaths, travel times and general distance between stars is part of the game design
