Let's face it, AIs are crap, but they are handy for keeping one honest when testing out a race to see how it might do in real life. At least, I find it handy to make sure I'm escorting my shipping, continuously scouting, etc.
Going with the premise that it's better than nothing, what's the best AI race to play against to keep on honest in a test like this? Surely one is better than the rest? Per chance?

If you really want to increase the challenge, besides picking expert AI and max number of players, you could also try using Starshosteditor to change the player starting values... create new hst file before starting game.
For example: all the AI players start with max pop, max mineral concentration and max factories, mines and defenses. Maybe this will be enough boost for them to get higher technology and ship types and numbers earlier than usual in their style?
The only disappointing thing with the Starshosteditor is I always get an error when AR is one of the races in the game. Human or AI. And Macinti AR seems to be one of the stronger AI races.
All other race types work fine when trying to make a new hst file for the game.

From my own personal experience, I'd dare say the PP AI isn't half as dangerous as it's supposed to be.
The HE AI provides very early and unrelenting challenge from the colonization phase, to the early skirmishing phase, thru the packet rain phase, at least until the bombing everything phase.
The AR AI might pose a challenge after it has grown strong enough, by which time you should be busting its starbases with ease.
You can tweak the challenge level by setting up tests with 2 or more AIs and allowing them to form Alliances.
For added challenge, you should never destroy AI colonies, however easy it would be to invade the HE, or to bust those puny Starter Colonies with Armed Probes.
So many Stars, so few Missiles!
