If for some reason you are going to take the view that you will have either of 'IFE/NRSE' or 'ISB/NRSE' with your SD it seems to me that IFE/NRSE will be the usual option ... but with the MML hull as a booster and gatable layer I can see some arguments in favour of going ISB/NRSE.
(Note: IFE/ISB/NRSE is not an option )
Any experience or opinions on the ISB/NRSE combo for SD or is it all in favour of IFE/NRSE?

One thought in favour of IFE in this case... As SD you will be using more design slots than most (for your minelayers.) So the added longevity to most designs of using the FM will help more than usual.
i.e. LF with FM... You won't need to think about adding a new design until you have the IS10... Otherwise you will get tempted to have QJ5, then DLL7, then AD8...)
Ultimately though... I'd decide based on the rest of the race design. If it's a -f, go with ISB. If it's a HP, go with IFE. If it's a HG... Tough call
And yeah, if you plan to take prop expensive... IFE.

No, his logic is that with crap engines but ISB, you still have unlimited range as you can just throw up docks on reds if you need to.
With IFE but no ISB, your FM equipped ships have a longer range without refuelling... But not unlimited. Throwing up space stations takes a lot more effort than a dock. In a sparse universe, medium or larger, that could really cripple your expansion if you didn't plan carefully. So he wants to research to somewhere around prop 9 early.
If you were sly... Prop 5 would be ok, as you could chuck up 100/250 gates - more expensive than docks, but a lot cheaper than stations - and gate in fuel.
EDIT: actually... for SD you might even want to consider not taking NRSE. Minelayers are heavy, and SD ones tend to move around a lot... So scoops might be more useful than usual. But by the sounds you're too tight on points already.

Hi!
I've played games with and without IFE and ISb, and from just the speed-of-expansion perspective I'd say IFE is slightly better.
With IFE you can expand really fast and really cheap into a wast space - fully loaded 3-fuel-tanks PVT goes 230 LY far at W-9, and it has still fuel to return.
With ISb you can refuel at virtually any planet, but there's no guarantee planets will be properly spaced for you to go W-8/9 all the time. It is true you can build (cheap) boosters at those planets, but that takes away resources for infrastructure and research. The Dock is also at con-4. It doesn't look expensive, but in a "slow-tech + BET + con expensive" game it is. However in such conditions the Dock also makes quite a difference when it comes to the defensive strenght of a far-flung colony.
It really is hard to say what would be better without knowing exact game parameters. And even knowing them wouldn't make the task significantly easier.
