if i use a stargate and move i assume i can't mine the planet on arrival?

Yes, you can...the trick is to merge with a fleet that is already mining

Leit is correct.
Stargating does not affect AR remote mining. This is VERY cool for cutting your MM, as it means if any planet doesn't have minerals to cover it's build, you can simply gate in enough miners to make sure it does. Those miners will mine the minerals to support the production in that very same year. POWERFULL trick. No merge tricks needed, just make sure the wp1 orders are to mine.
Note this quirk only works when gating - regular movement will prevent mining.
