Understanding Base upgrade costs |

I'm trying to understand starbase upgrade costs. The first thing that is definitely true is that if you make a SB design that puts a new component in a previously empty slot, or one that adds more of a component to a partly filled slot, you pay exactly what you'd expect for that component. But after that, it's very complex. What the Help says - "you only pay the difference" does not seem to apply to the whole SB - if you move components from one slot to another, you'll pay for them as if new. Maybe the "only pay for the difference" rule is worked out slot by slot? Certainly upgrading 16 Colloidals to 16 Heavy Blasters in the same slot costs less than 16 Heavy Blasters.
Finally, hull upgrades are more confusing. There seems to be a discount to the new hull but it's not clear how much. Finally, there does appear to be some discount on retained components but again, it's neither 100% nor 0%. To go from a Fort with a gate to a bare Dock costs a certain amount. To go from the same Fort to a Dock bare-except-for-gate costs a different amount, but the difference in cost is way less than a gate. I'd expect the difference to be either zero (you get to keep the gate during the upgrade) or the full price of the gate, but instead in the exact case I'm looking at, it seems like about roughly 1/3 the price of the gate.
Are the full rules documented anywhere? Thanks in advance!

Thanks everybody. What I really discovered as a result of this, is that I had an older Help file. The latest (1998) one explains it as Iztok did.

ISB gives an additonal 20% cost reduction (= components cost only 80%). Both together:
0.5 * 0.8 = 0.4
So with ISB all components cost only 40%.
If you are a warmonger, weapons cost 25% less (= weapons cost only 75%). Together with ISB:
0.5 * 0.8 * 0.75 = 0.3
Paying only 30% of the ressources and minerals for weapons on bases... quite cheap.
