That's probably because these tests are rather contrived.
In the general case for bombing the percent damage will be larger than the min kills damage and the percent damage will be used, meaning that the viral bombing has no effect.
The cases where this will not apply are where the minimum kill is large - due to lots of AR colony ships - or the population is small - so the kill percentage is lower than the minimum kill.

240*2000=480000 min kills...but only 10000. I assume this is because of the defenses.
Q:Are the minimum kills of regular bombs affected by defences too?
The assumption is yes...
