If your ship production puts you over the 512 ship limit, produced ships will be merged with existing fleets. Merging ship production with overcloaker can hide your new ship production from penn scanners.

However, you must make sure that you only have an overcloaker at the production planet. If you have minelayers, freighters or other ships in orbit, there is no guarantee that your new production would be merged with the overcloaker - the new production can be merged with any of the fleets in orbit. If this were to be tested, I suspect that the new production would be merged with the fleet in orbit that has the lowest fleet ID.
