Huh? I guess whoever shoots last is also, by definition, the last one left standing, but generally, doesn't shooting first help ensure that you are also the last to shoot?

He's referring to the ability to carry an extra slot of deflectors or an extra slot of beams instead of the comps. He doesn't mind shooting 2nd because he knows he'll be dealing enough extra damage per salvo to win the fight anyway.
It's generally not worth winning the initiative war for beam nubs on beam nubs. A common situation where you might want extra initiative, would be if you are trying to fire your beams before your/their missile ships fire (in which case you'll likely need more than one slot of comps.)
