Does research happen before or after production ?
That can be an important detail, especially in a game like SAS6 where all races are required to take BET, as a single tech level can drop the cost of a component in half.
The OOE says "12. Production (incl. research, packet launch, fleet/starbase construction)", which seems to indicate that they happen at the same time, but does that mean that the research does not help reduce the cost of ships/starbases built the same year as the research is done ?

I would assume the worst case scenario.
Research happens before production, thus not getting a boost from newly built factories.. And,
Ship/base production happening without taking into account any research gain, or even wp0 tech gain.
Otherwise, we would be seeing a reduction of price when/if you are building ships #12, where it should ideally take into account the tech gain from wp0, #1.
I know my minefields.. but I'm a chaff sweeper.

Newly-built Factories and/or mines, same as Starbases, massdrivers, Gates, Terraforming, or even just-dropped pop, don't start "working" until the next turn.
Production, as has been suggested before, taking a cue from other games that do it the same, probably happens on a planet-by-planet basis, executing each queue and dumping the corresponding allocation to Research before starting with the next planet.
Now, depending on when the Research budget is spent, new techs could take effect in the middle of traversing the planet list (including miniaturization and/or Terra) or at the end of it, or at another later time.
Often, players have experienced sudden activation of "grayed out" autoTerra orders due to new Terra-enabling tech being reached, which in turn sucked out the excess Resources allocated to further Research. That would imply a per-planet basis to it all.
Of course, any testbeds showing one thing or another would be very welcome!

Hi!
I've set a testbed to check if BET is discounted mid-turn. It isn't.
Testbed: with HE race with BET I colonized 3 closest planets, ran some 80 turns to max planets, then researched prop-9, put in queue 10 scouts with (BET) Tech-9 standard engine and set research percentage to make some 1500 resources "overshot" for prop-10. If research and production would go on paralel "by planet", some planets should produce more scouts, because of no_more_BET engine. All planets produced 4 scouts, and this turn they could finish 7.
I'd say research happens after production. Makes sense to run the procedure only once. OTOH this could be checked the same way as I checked BET, but with chaff by researching tech levels, where there is biggest "discount" on hull, engine or weapon.
