research bug or how it works?

The only planet that is contributing to research is my homeworld. Does it take a built starbase for non-homeworlds to contribute to research?

I found this out by checking the "only contribute leftover resources to research" box. When this is checked my resources towards research went to 0. Toggling this box on other planets had no effect. What is the requirement for other worlds to contribute to technology.
