IS there a stars simulator to create star bases and ships to practice battles?

There is no simulator for Stars!, you have to run the battle in a testbed.
There is a set of Stars! files that have a number of races all with max tech and all MT parts. It isn't a 'simulator' per se, but with it you can build any ship, and test them out (might mean generating 1000 or more turns to build a whole fleet - but that happens pretty quick)
You can download it from the Stars! Faq site (which is a very good site, and something I'd recommend getting to know fairly well)
