Use your cloaked ships to take down stargates without warning. Your invisibility will negate the IT's defensive advantages.
In fact. SS would be IMO one of the better choices to use against IT.

PP vs AR
This is pretty marginal, as AR isn't played that often, and PP almost never. PP can't harm the AR with their packets, only possibly do some terraforming.
IT vs PP
Obviously, IT suffers from the mineral packets more than the others do.
SS vs SD
SD minefields act as scanners, and SD can also detonate minefields to find out whether there are cloaked ships hiding in the minefield.
SS vs IS
SS should take the IS out before they get their Tachyon Detectors, or ally with them. SS+IS alliance is propably one of the best of the non-economic combinations, as they have so many interesting toys to play with.
SD vs IT
SD can't make full use of their mines, as IT uses their gates for all their traffic.
HE vs IT
HE don't have gates at all, while IT can gather all their ships to a single planet in a year.
WM vs SD 50-50
WM doesn't have mines at all, while SD has more than plenty. However, WM does get Gatling Neutrino Cannon and BC and DN hulls, which can absorb more mine hits than other ships. Depends a bit of the conditions and tech levels, but this pair is quite even. WM+SD pair is one of more interesting non-econic alliances.
WM vs SS
Because of the lack of minefields, SS can travel fast and freely and strike undefended WM planets.
Then there are the generic ones, factoryless races are poison to their HP neighbours in the beginning of the game etc.
