I doubt there is any way to acheive it, but is there any way to set maximum minerals for just one mineral as opposed to all three?

No.

What comes closests is to gen a few universes and take the one where the HW has a highest concentration in one of the three. Mind this will only go for the HW and the planet next door might be complety different.
All HW concentrations are the same (except for races spending points in mineral concentrations) so you get a little bit of the effect you are looking for, a LITTLE bit ...

Important here is: What are trying to do? What kind of set-up do you want?

You cannot achieve what you proposed with Stars or with the Editor (AFAIK), but if you have a good idea of game with this setup, you can get almost there with a long and tedious pre-gen preparation. You won't get one mineral concentration higher than the others on every planet, but you can have a certain amount of that mineral already deposited on that planet: use Max Minerals and with a neutral race (OWW) you remote mine all the planets to a certain concentration. You evacuate the minerals you don't want with freighters and drop it in deep space. Once the universe is ready, you autodestroy the race by scrapping everything and having your pop all on freighters and being destroyed by an armed ship given to another race with orders to attack you (this ship is then scraped).
Meanwhile the other races are neutralized so they don't develop in anyway (in orbital freighters for example, with a colony ship, or full investment in mineral alchemy). The only problem is if you have a SS in the game, he will get techs with your neutral race. In one game set up I had to ban SS for this reason.

That's an example of how to do it.

This is a good idea, the minerals of one type will be more than the rest, although available right from the start which might not be what you are looking for.

Just a minor point about setting this up, you don't need a battle to kill your pop, just upload all the pop and minerals of the neutral race in transports and delete the designs, "do it yourself" xenocide Twisted Evil

You are right Micha, I forgot that point; much simpler method. Does it works? Does Stars! handles it? You have a turn full of stuff and suddenly you have just... nothing! If the game doesn't crash I'm quite impressed. OK, I have very little idea of programming but still I can imagine a dozen problems to solve if this happens... Or does the game have to generate a turn to say the race is dead?

You need another turn since as long as there is no generation you can still undo everything by deleting your .x-file, IOW the effect is not "real" yet without genning a new turn, it's only local.
The next turn you'll see the Deceased message ...
