Closer to 2:1. If you look from 2600 to 2700, there are seven "steps" for MA and about three for the others.

At conc 1 (which takes a very long time to happen; the flip from 2 to 1 happened over 2642-2660 for the "number" test and started at 2693 for the "efficiency" and MA tests without finishing by 2700), mining produces 12/10/9 minerals per turn for number/efficiency/MA respectively. Alchemy produces ~22.5 minerals/turn for the first two and ~88 for MA (it's slightly less than 4x because the MA race is spending more resources on building BBs), giving about a 3:1 ratio as the best case for MA (and obviously even at conc 2 it's closer to 2.5:1).
