I personally wouldn't use speeds for this.
Small minefields are harder to detect (without pen scanners).
I wouldn't even try this with any other race than SS or SD...
SD because you can lay mines each year - nightmare to have to deal with.
SS because you can slip in... lay a few... slip out. Sit back and laugh.
But this is really only useful early on before penetrating scanners.

Could be done, but a MML costs about 4 times the PVT. Could ruin YOUR econ much more than opponent's. It also gobbles fuel and is dead meat when attacked. I would try to do that only if I'm quite stronger then my opponent. BTW I've met an excellent design of superlayer for that purpose: 2 layers 80, shields, 3 supercloaks and OTs to get 2.5 combat speed. Cheap, expensive to catch... can ruin your cargo tragic, if you don't have enough time for MM to intercept them early.

Slightly better IMO, because it would be hard to detect such a minelayer. But again you'd risk an early war. Since SS's so expensive I'd rather stay friendly and kill him later.
