Alright... I have done a lot of looking, and although there is a lot of stuff on PP, there isnt really as much as on other races... also, it is all spread out over the PP forum. so, I would like to get it all put together in one place, and do some serious discussion on why PP is such a good or bad PRT, and how each game strategy works with it, what games you should use it in. ex, HG, HP, -F, QS, What size universe. Begin.

Since I have gone though these forums a couple times, I will try to sum up a bit of what I think.
PPs are good for either -F races, or HP races. This means that they either want to end the game IMMEDIATELY, or get far enough along that they can have enough minerals to whip around without worrying about it. The terriforming packets helps both of these choices for the same reason: neither one has trouble dishing out the minerals for it, and both want to save the resourses that would normally be spent terriforming on other things. Not only that, but a packet doesnt kill factories, so for an HP, finishing a person off with a packet helps their economy when they pop-drop the planet a ton. Or if you are a -F race, you can use the LBU bombs to kill off the defenses, then packet them into oblivion. However, this does NOT mean that you should use only packets, just the opposite. Because, packets will not save you from a person who decides to go rampaging in your base with fleets. Mind you, if he doesnt keep his bases safe, it may end up being M.A.D., but you still die. not only that, you also want fleet to kill his starbases and wipe out his defenses.
Packet scanning is probably PPs best trait, closely fighting with their ability to terraform. NEVER give that up. If a person decides that he doesnt like a PP next to him and kills you first thing, well, make sure he doesnt win either. But if you give up your packet scanning early, you lost a lot of your RW points right there. (this can be wrong, and it might be a good idea to hide it at times, but I doubt it.)

Good points:
- fastest killer in the game,
- 2 starting planets,
- pen-scaning packets,
- terraforming packets.
Bad points:
- expensive PRT,
- early packets reveal your position and PRT,
- when planetary defenses are up, it becomes very expensive to kill a planet,
- way too much dependant on minerals ("Every time I played PP I ran out of minerals faster than I ran out of enemies." - quote from an old Stars! player)
IMO it is the most usable as a fast race for crowded games, or for VERY slow games, like "primitive Stars!".

My personal take on it is that, even though packet scanning reveals your PRT and location (use your secondary!) it'll also quickly reveal the other players' locations and possibly PRTs too. So yeah, go for it.
-f can get enough minerals together to build packets with - and enough colonies to make double or triple packet strikes a lot easier. Also since you don't need Germ for factories, feel free to packetform with it right from the start.
I like the flexibility of three planet-attack choices in combination (bombs, packets, troops). Of course, IS and to a lesser extent WM get a bonus to troops, so they're also flexible that way.

IS colonists only count double on defense, so I don't get why you say they have an advantage in troops, unless you're referring to the flying orgy.
