Should I remove all Cadet ranks and just go straight from CWO III to Ensign? If yes, the number of rank points required to reach Ensign would not be reduced and all current Cadets would be 'demoted' to CWO III until they get enough rank points to reach the rank of Ensign.

Hhmm. Perhaps we would need to know the rationale behind these ranks before we can cast a meaningful vote.

I was trying to merge two separate Star Trek rank structures into one. As I understand it, cadets are usually young (officers-in-training) with little or none actual starship training. After graduating from Star Fleet Academy, they immediatly goto Ensign, and on up the officer rank structure.
From that website "All Cadets, Naval or Marine attend Starfleet Academy and undertake a 4 year training course. On completion the successful Cadets are promoted to Officers and begin, what will hopefully be a glittering carrier."
Crewman and up through Chief Warrent Officer III are basically not officers. I wanted to let users work on up through the ranks to become officers.

This reflects the traditional Navy ranking(as I understand them from the Bolitho books of Alexander Kent )...the problem of mixing the ranks comes from the fact that Warrant Officers(NCOs non-commissioned officers) wanting to move to a commissioned rank(Ensign->Admiral) usually get recognition of their experience and move directly to Lieutenant rather than serving(or suffering) as an Ensign.
