Unfortunately with questions like these, the options you supply are way too limiting.
For #1, I'd say it's a combination of factors. Blind luck is part of it, but if you're planning to rob someone you don't completely pick at random who it's going to be. You pick a person who you think is going to have a lot of money and who you think won't put up a fight. He may not necessarily be weak and vulnerable but he might appear to be rich and compromising.
For #2, it depends on how much money. If your friend loses a thousand bucks, I'd say, call the police.
Not so that "Justice be served" but to maybe try to get some of the money back, and if not that, to try to prevent it from happening to the next random victim.
However, if your friend gets mugged for a bus pass, just let it go. Life's too short to be spent agonizing over that one jerk who left you stranded at the mall for forty-five moniutes waiting for your mom to pick you up.

Question #1 Bad luck and bad habits. Where you go and how you act, how observant you are, and even what you look like and how you look at other people will mark you as a victim or someone that might cause problems.
Question #2 - What I do about it is of less importance than what HE does about it. While I might be concerned, sypathetic, angry, it is still his money and his decision on what to do about it. I would hope he would report it, not so much from hope that the money will be returned, that would be naive, but by reporting it, the police will have more data to help track down a pattern and eventually the jerk who is robbing people. (And we all like puzzles and patterns right?

Who would prefer to remain a Civilian and never reach any rank beyond that. I certainly don't like being a "recruit"
