Well, there is this little snippit that I grabbed from the original game posting which might answer some of your questions.


Players are limited in the number of races that can be set to neutral or friendly according to the following rules. Years 2400-2430 up to one half of the total number of players playing can be set to friendly (including your partner) and all others can be set to neutral if so desired. From 2431-2460 only one race that is not your partner can be set to friendly and one half of the total number of players in the game need to be set to enemy. From 2461 to the bitter end the only race that can be set to anything other than enemy is your partner.

With regards to the rest of your question, yes it is strictly a two race wins game so do not let your partner die!

As you can see from the quote above, up until 2461 you have some leeway in creating NAPs, using blackmail, etc. After 2461, that becomes much tougher but not impossible.
