I've never played a CA, but I wonder if the deep terraforming has a streak-breaker--the streak here being failures to deep terraform. As well, there may be other departures from true random chance, say limiting it to a certain number of worlds per turn, say 1 or some fraction of your total worlds.
As with any random process, the way to figure it out is to get more data:
1. Year data: number of planets, whether or not DT occurred.
2. Has 2 different environment factors of the same world even been affected in the same year?
3. Has 2 or more worlds ever received DT in the same year.
