I had thought that the maximum effect of an OA was determined by the terraforming tech of the race *using* the OA, not the race upon whose world the OA is being used. However, in-game experience is challenging that impression.
So I thought I'd ask. If Race A uses an OA on a world belonging to *allied* Race B, and Race A is cabable of Grav+-11, while Race B is only capable of Grav+-7, how much grav modification will be achieved?
Does the answer to that question depend on whether Race A is a CA, or just some other race who got an OA from a CA?
I ask because there's a situation where I am race A and it seems reluctant to do grav terra beyond race B's limit of +-7. However, I just looked really carefully, and I think I've done -8 on one of race B's worlds, so maybe I just need to be more patient. But if there is a definitive answer, I'd like to hear it.

PS:
When one considers the case of *enemy* Race C, it feels much more clear that it should be the terraforming tech of Race A that matters. Is that so in the case of an enemy?
