Yet next turn I receive the message about mines laid, and the fields appear in my neighbor's space, causing great inconvenience. Evil or Very Mad

If you give your SD layers orders to lay indefinetily and send them away on a trip that takes several years they will lay mines at every "stop" they make. This is "normal" behaviour.
