I think this also has to do with player-number IIRC...
If player 1 and 2 both has the same emblem, the emblem goes to player1.
Player2 gets the next in the 'scroll' of emblems... And if player3 has that emblem... etc.

Any-who, tested this out a year ago, have to look it up (probably means retesting Silly hair

)
