I thought that I had once heard that this was all encoded into the .exe file so you would have to use an editor to change the .exe file. I believe that if you did this your version of Stars! would not be compatible with the retail version and then to play on-line everyone would have to have the same version of the program.

So basically I am saying that, IIRC, it will be possible but you won't be able to play on-line games with the vast majority of people.
