The Andorians are at Tatum. They have no special features on their Starbase. They killed a scout with a DD mounting two red lasers, two maneuvering jets, and a FM. Their battle speed was not increased (as per WM). Based off the technology available and the ship designs, I suspect that they are IS.
They destroyed the scout before I could gather information on hab ranges.

Yes they are IS since their DDs have the mini-gun. I was pretty sure based on the losses Edog suffered pop dropping Blush also.
