Utility to fix corrupt race files

Having, at least in theory, an untangled race file checksum, I've updated the StarsRace.pl utility to check for, and correct, race files that have been corrupted by the dreaded "I made my singular or plural race name shorter by more than one character" bug (which had even more subtlety to it than that, but hey!).

It also outputs in text race file details (handy if you don't have the password).

(Note, it requires the libraries from TH, so you'll want to grab all the scripts).

I've gone ahead and created StarsRace.exe (so no local install of Perl is required, nor other TH components). Also on Github. It will output the race info, and correct for a corrupted race file.
