I'm using the DOSBox version from the wiki, and I started this single player game and after a while I could no longer control my research spending. the 'Next year's projected research budget' is stuck at somewhere around 90%, but it fluctuates, and I can increase up to a 100%, but when I go lower than a certain percentage it just doesn't affect next years.

is it a bug or can this be caused by some game mechanic I'm not aware of? I am a newby. something about my race maybe?

Any spare resources will always go to research. Spare resources exist if you have green build queues, or not enough minerals on a planet...

Oh wow, thank you so much! I thought I couldn't build anything cause all the money was going to research so I didn't even try to add more things to the queue..

Nope - it's the other way around.

The research "tax" (if the planet isn't exempt) is the first slice of resources taken from each planet (and sent to research)
The build queue is then looked at from top down, each item must be completed before the next is started (except for AUTObuild orders)
Remaining resources (this includes resources where something is waiting on minerals) are then sent to research

This does mean that the following order is BAD:

100 factories
100 mines

Because the mines will never get built, the factory order will get blocked because of a lack of germanium, and the resources will pour into research, the mines will never be built and there will never be enough germanium to finish the factories....

The correct order uses the auto build "up to" instructions, which will be "passed over" if minerals run short Wink
