With a new all-AR game announced but no specific deadlines yet, I thought it might be nice to do an AR challenge to brush up our orbital skill set.

I have no idea what is possible in terms of universe setup, but what about this (stolen from an old VGA planets scenario if memory serves me):
There was an old and mighty AR empire that held almost the complete universe.
However, after all minerals were mined out and the whole empire depended on the homeworld fountain, a huge comet struck the old homeworld, killing all people in orbit and turned it into an uninhabitable wasteland.
This also killed the ruling family, and caused rebellion to spring up in the outer regions of the empire, where minerals were still abundant, taking the imperial mining fleets that were stationed there.
Can you get a new mineral fountain running and distribute the materials quickly enough to contain the rebellion?

Starting situation:
- Year 2500 or thereabouts
- Large (or medium) and sparse
- Player starts with 50% of the universe controlled by him and technology at level 12 in all fields.
- All worlds including homeworld are 0 iron and germ with minimal supplies and lightly armed but fully populated ultra stations. AI players start with a mining fleet around their homeworld.
- Player homeworld is uninhabited and red
- Victory condition is killing half of the (AI) rebels or capturing their homeworlds.
