I have a planet with Max Terra x% in the queue.
The planet shows 75% with no terraformable value.
In year one the queue shows the terra line green, not greyed out.
The next year shows a terraform environment 1% (78% completed) above the Max Terra x% (still green, not greyed).
Has anyone encountered this or something like it?

Yeah, I've seen something like that. It would seem a last Terra was queued when it was no longer necessary. But: sometimes a planet's value doesn't change when a single click is improved, so it could have been that. Sherlock

Is it that it can terra one variable, but not enough to make a 1% change in hab?

That's exactly it.

You have the technology to perform one point of terraforming, but that point of terraforming will not change the value of the planet.

Do you understand hab calculations?

TF acta on "clicks" in one or more parameters, if you arebiimmune narrow hab that might be 40% hab gain in one click, if you are very wide hab it might take several clicks to get 1% gain.

As Xap|Bob said, It's a matter of percentages.

The numerator is the amount of terraforming you have in the queue and will finish in the year.
The denominator is the total amount of terraforming possible.
