It isn't bad.. well, perhaps for other races,it is.
The CA is banned because it's considered to be overpowered.

iloverushandledzepp wrote on Fri, 25 April 2014 12:43so far i have experience only in CA, why is it banned in most games and not tri-immune?
Because CAs are far more powerful than tri-immune races. A tri-immune race must take low growth rates to get back points; a TT CA can take bad habs (thus GAINING points) along with a 19-20% growth rate and then become effectively tri-immune anyway by researching Biotech to high levels. Or they can just take the same settings as any other econ race and then outgrow them because of instaforming. Simply put, the CA resource curve is so much better than anybody else's (testbed records for CA typically show twice or more resources than those of the econ PRTs, never mind the war PRTs!) that they're deemed overpowered and banned.
Using CA against your newbie friends is probably not very honourable. I did it once and regretted it, as they all quit after they saw my resources exceeding all of theirs combined and constructing fleets to match their entire warfleet in a single turn.
